Air/Noise: Project construction will result in short <br />term, temporary emissions from gas and <br />diesel -powered construction equipment. Short <br />term, temporary increases in airborne dust <br />will also occur during project construction. <br />Land/Shoreline Use: No change <br />Conclusion: The project will not generate long-term environmental <br />impacts. <br />5. Public Access <br />Findings: The proposed improvements will be constructer' in public <br />right-of-way or railroad right-of-way. <br />Conclusion: There is ❑o opportunity to obtain public access since <br />the applicant is merely using public and railroad right-of-way. <br />RECOMMENDATION: <br />That the Planning Commission recommend to City Council that the Shoreline <br />Permit be approved to allow the U.S. Sprint Communications Company to place <br />buried fiber optic cable in the City right-of-way from the east City limits <br />along the Lowell River Road to Lenora Street, west on Lenora Street to <br />Second Street, then north to a telecommunication facility located 60 feet <br />south of Main Street on the east side of Second Street and in addition, in <br />the Burlington Northern right-of-way from the point where the Burlington <br />Northern railroad line crosses the east City limits, then northwesterly to <br />Lenora Street, with the following conditions: <br />1. Maintain a minimum of two feet horizontally from edge of trench to <br />edge of watermain on South Second Ave. <br />2. Work to be done per approved plans dated Feb. 24, 1988. (See Exhibit <br />5.) <br />3. Clean up area and restore vegetation in trenched areas to its natural <br />state. <br />4. Construction or substantial progress toward construction of a project <br />must be undertaken within 2 years after final approval of the permit, <br />and completed within 5 years.
