USE REGULATIONS <br />1. Wherever feasible, all utilities shall be placed <br />underground. <br />2. Where utility construction or maintenance activities <br />will result in disruption of shoreline vegetation, <br />development plans shall include provisions for tem- <br />porary soil stabilization during construction and <br />for restoration of the site to preconstruction <br />appearance upon completion of the project. <br />3. New utility installations in the shoreline areas <br />shall be designed and installed toobe aesthetically <br />pleasing where suitable. <br />4. Utility rights -of -way through or leading to areas <br />designated for public use shall, unless deemed a <br />safety hazard, be incorporated into public access pro- <br />grams to and along Everett's shorelines subject to <br />the rights of private property owners. <br />ENVIRONMENTS <br />1. Urban Environment: Utilities are permitted in the <br />Urban Environment subject to the general and specifo,; <br />regulations. <br />2. Conservancy - Recreation: Utilities are permitted in <br />the Conservancy - Recreation Environment subject to <br />general and specific regulations in addition to the <br />following: <br />Storm Drainange and sanitary sewer oper- <br />ating in the shoreline areas shall not <br />adversely affect water quality nor inter- <br />fere with the use of the shoreline. <br />3. Conservancy - Resource Protection: Utilities are <br />conditional use in the Conservancy - Resource Pro- <br />tection Environment. <br />4. Diverse Resource Management Area: Utilities are not <br />permitted in the Diverse Resource Management Area, <br />until such time as the Diverse Resource Management <br />policies have been complied with. <br />5.
