USE REGULATIONS 1. Wherever feasible, all utilities shall be placed underground. 2. Where utility construction or maintenance activities will result in disruption of shoreline vegetation, development plans shall include provisions for tem- porary soil stabilization during construction and for restoration of the site to preconstruction appearance upon completion of the project. 3. New utility installations in the shoreline areas shall be designed and installed toobe aesthetically pleasing where suitable. 4. Utility rights -of -way through or leading to areas designated for public use shall, unless deemed a safety hazard, be incorporated into public access pro- grams to and along Everett's shorelines subject to the rights of private property owners. ENVIRONMENTS 1. Urban Environment: Utilities are permitted in the Urban Environment subject to the general and specifo,; regulations. 2. Conservancy - Recreation: Utilities are permitted in the Conservancy - Recreation Environment subject to general and specific regulations in addition to the following: Storm Drainange and sanitary sewer oper- ating in the shoreline areas shall not adversely affect water quality nor inter- fere with the use of the shoreline. 3. Conservancy - Resource Protection: Utilities are conditional use in the Conservancy - Resource Pro- tection Environment. 4. Diverse Resource Management Area: Utilities are not permitted in the Diverse Resource Management Area, until such time as the Diverse Resource Management policies have been complied with. 5.
