Upon <br />arrival theee Ofticers found i,tr. Hickey in a very drun!c condition, had dried vohit on <br />his coat, saelled very strongly of intoxicxnts� had bloodyhot �y�s, nnA stu�bled around <br />- hardly being able to stand up.
