., <br />August 4, 1980 <br />Page Six <br />1, On May 21, 1960, the City Council anproved hiring the <br />CH2M Hill Consulting £irm to work with the Lowell <br />community and Planning Department developing a neigh- <br />borhood plan which would address zoning and land use <br />controls. <br />2. Hooefr�lly, by the end of September, specific standards <br />will }�e developed. The Lowell Neighborhood Plan will be <br />completed during October and adooted by City Council in <br />November, 1980. <br />3. I strongly urqe a oostponement on the decision for this <br />particular variance uniil December of 1980. <br />A discussion then followed on the requirements of the City Engineer's <br />555 Ordinance which requires a dedication of ten (10) feet of right- <br />of-�oay alona 4th Avenue be given to the City for future road improve- <br />ment. It was determined that any decision-making pertaining to the <br />555 Ordinance would come fror� the City Engineer. <br />The applicant, Mr. Heaton, was then asked :o speak in his behalf <br />and he made the following statements: <br />1. He owns both lots and he is able to come up with the <br />required 7,500 sauare feet needed to build a duplex <br />b,y just takina the sinale family residence conversion <br />reauest of.f the variance request. <br />2. There will be no exterior changes to the existing single <br />family residence on the conversion to a duulex. <br />3. Large rental houses usually rent to groups of people and <br />encourage commune living. <br />9. The existing large single family residence will be more <br />detrimental to the neiahborhood if left as a single family <br />residence. <br />;1r. James De Pack, the oroposed purchaser of the single family <br />residence, then spoke in his behalf and ]iad the follo�aing things to <br />say: <br />I1. There have Ueen so many last minute recommendations from <br />� the PuUlic P7orks Department, t:ie Planning Department, the <br />i Lo�uell Civic Association and the requir.ements of the <br />555 Ord?_nance that he has the Leeling of- being sandbagged <br />I without being aUle to have proper time to defend his case. <br />2, ]iis earnest money on L-he property is contingent on the <br />Bo�rd's decision. <br />
