They just cannot afford to wait until December 1980 for <br />a decision to be reached. <br />5. The single family house was a nroblem before and will <br />have to be again unless it is converted to a duplex in <br />order to create less impact and discourage multiple <br />fanily livin�. <br />There were some of the neighbors who spoke in behalf of Mr. Heaton <br />and their comments related to the undesirable use of the large <br />single fa:nily residence and �aould prefer that it be made into a <br />duplex. <br />There were others in the audience who were against the granting of <br />the variance and their main concerns and recon�endations were: <br />1. A slide presentation showed duoleYes on surrounding <br />land areas with appearance and drainage problems. <br />2� Lowe111Neighborhood1Planeand theepurposedofctheestudy. <br />3. <br />4. <br />There seemed to be no special circumstances for granting <br />the variance. <br />The Halprin Plan was adopted by City Council in 1972 <br />as an overall plan �•ihich allows comoatability with <br />surrounding land uses. There is a need to look at the <br />complete Lot,�ell area. The IIoard would be going against <br />Council if the variance is approved. <br />5. They have no oUjections to single family residences being <br />built. <br />6. The owners oi the ne�v duplexes do not have the concerns <br />of the people of Lowell. <br />7. There are poor road conditions, parkinq and drainage <br />problems. <br />8. They recommend a delay in the decision-making until <br />December of 1980. <br />I Ptr. ]Icaton and 1•Ir.
