PUBL/C LI/O«
September 16, 1996
Ms. Gladys M. Bismore
5603 S Third Avenue
Everett, WA 98203
Subject: 5600 Block S Third Avenue
Dcar Ms. Bismore:
Mayor Hansen received your letter of August 30, 1996 and has asked that I respond to the issues
and concems expressed. I have gathered infonnadon from both [he City's Building Permi[ and
Planning Departments in an effort to recap the site's permit chronology. I have also attached
copies of relevant reference documents for your consideration.
• The subject seven (7) platted lots (currently three building sites) are part of the piat of Smiths
lst Addition to Lowell. The lots were originally platted in 1891 and were annexed into the
City of Everett in 1962. They are located within a R-2 zone which permits lots with a
minimum of 4500 square feet. The homes being construcled on lots I&2 and 3&4 have
building site sizes of 6000 square fee[ each. The home being constructed on lots 5-7 has a total
bulding site size of 9000 square feet.
• Our records indicate that there were previously two (2) single family residences located on the
property. 5604 and 5606 S Third Avenue were demolished in 1979 and 1973 respectively.
• Two (2) duplexes were proposed for construction in 198 L The applicant never obtained the
final building permits after filing the initial applications.
• The site does contain a drainae way along the westem portion of the property. A substantial
portion of the 17ow comes from the drainage system located within the I-S corridor.
• During plan review, personnel from the Building, Planning and Public Services Departments
reviewed the proposal to be certain that the proposed construction would meet all applicablc
building, zoning and environmental codes and that there were adequate city services available
to the sites. This review also included checks on allowable building heights, steep slopes and
setbacks from environmental features such as streams and wetlands. The City did permit a
reduced drainage buffer of 12'/z feet from the center of the channel. The existing buffer was
lazgely blackbemies. The City has required that the uwner reestablish the approved buffer with
native vegettion. In addition, the City has required Uie developer to record against the
property an Environmentally Sensitive Area Protective Covcnant which permanendy restricts
future disturbance of the cnvironmentaliy sensitive area.
CITY OF EVERETT• 3200 Cedar Street • Everett, WA 98201 •(206) 259-8800 • Fax (206) 259-8856
