I have gathered infonnadon from both [he City's Building Permi[ and <br />Planning Departments in an effort to recap the site's permit chronology. I have also attached <br />copies of relevant reference documents for your consideration. <br />• The subject seven (7) platted lots (currently three building sites) are part of the piat of Smiths <br />lst Addition to Lowell. The lots were originally platted in 1891 and were annexed into the <br />City of Everett in 1962. They are located within a R-2 zone which permits lots with a <br />minimum of 4500 square feet. The homes being construcled on lots I&2 and 3&4 have <br />building site sizes of 6000 square fee[ each. The home being constructed on lots 5-7 has a total <br />bu�lding site size of 9000 square feet. <br />• Our records indicate that there were previously two (2) single family residences located on the <br />property. 5604 and 5606 S Third Avenue were demolished in 1979 and 1973 respectively. <br />• Two (2) duplexes were proposed for construction in 198 L The applicant never obtained the <br />final building permits after filing the initial applications. <br />• The site does contain a draina�e way along the westem portion of the property. A substantial <br />portion of the 17ow comes from the drainage system located within the I-S corridor. <br />• During plan review, personnel from the Building, Planning and Public Services Departments <br />reviewed the proposal to be certain that the proposed construction would meet all applicablc <br />building, zoning and environmental codes and that there were adequate city services available <br />to the sites. This review also included checks on allowable building heights, steep slopes and <br />setbacks from environmental features such as streams and wetlands. The City did permit a <br />reduced drainage buffer of 12'/z feet from the center of the channel. The existing buffer was <br />lazgely blackbemies. The City has required that the uwner reestablish the approved buffer with <br />native veget��tion.
