The Applicant's request is a Transfer of <br />Development Rights (TDR) for four of the lots, for a total of 4 <br />TDR credits, and construction of a duplex on the fifth lot (tax <br />parcel #3.027). A reasonable use application is required <br />because it is not possible to develop the lots and to meet the <br />City's protective requirements for environmentally sensitive <br />areas (EMC Chapter 19.37). A reduction of the front building <br />setback from 20 feet to 10 feet is also proposed. <br />Previous Action: <br />This proposal was previously evaluated through a reasonable <br />use application in 2005 (REV II #05-015). This approval <br />expired in 2007 <br />Zoning: <br />R-2, Single -Family Residential <br />Existing Land Use: <br />Vacant <br />I. FINDINGS AND CONCLUSIONS: The following firdings of fact are based upon a review of <br />the application and a field investigation.
