Also in attendance were Everett Miller, Frank Bennett, Marie <br /> Sullivan and Ramona Hoylan. <br /> Item 1: <br /> Applicant: Dale A. Bigge <br /> 10901 - 29th Dr. S.E. <br /> Everett, WA <br /> Pro,�eet Location: 3521 Upland Ave�ue <br /> Requested Action: Variance from E.M.C. 19.12.050(A) Front Yards, to allorr <br /> construction of a single family residence that Nill be 40 feet <br /> from the centerline of Upland Ave.� inetead of 55 feet as <br /> required by Code. <br /> Zoning: R-S, Single Family Suburban Residential <br /> Poarl Maddy summarized the staff report (see Variance File OS-86) and showed a <br /> view foli of the site plan.. <br /> The Applicant� Dale Bigge, uas present and responded to questions from the Hoard <br /> regarding the drainage Way on the rear of the lot. He had assumed it uas a City <br /> drain as when he dpoke to Public Works about covering it he was told he Would <br /> have to submit a plan for their approval and pay a $250 fee but that if he left <br /> it open he didn�t need to take any action. <br /> Dan Hillsten, 3505 Upland Ave., and Bill Monahan, 3522 Upland, spoke against the <br /> variance as their homes are 55 feet from the centerline. <br /> Mr. Bigge responded that Upland was a narroK street and he will also provide <br /> off-street parking to the side of his garage so cars will not have to park on <br /> �. Upland. Ryan Dellries, 1�00 210th S.W., Lynnwood, licensed real estate dealer, <br /> � spoke to the drainage way issue stating that according to State law it is natural <br /> drainage and that it should not be moved. <br /> No one else spoke for or against the proposal. <br /> Mr. Bennett moved to deny the request for variance as the houses immediately to <br /> the uest and east are set back a considerable distance, in line with the front of <br /> Mr. Bigge's house instead of the garage, and they appsar to be the correct <br /> setbacks for the area, the drain is private and can be moved, there is plenty of <br /> room on either side of the house to construct the garage and have heard no <br /> testimony that indicates any unusual circumstanees about this house that could <br /> not be rectified. <br /> Motion died for lack of a second. <br /> - 7- <br />
