16 <br /> FINDINGS OF FACT <br /> �. On S.;utember 13, 1995, the City of Everett approved a Resolution of <br /> Intent to Rezone and a Performance Agreement for the development of <br /> a PRD on property located at 7627 Upper Ridge Ro d, Everett, <br /> Washii;gton. The approval allowed construction of 1 � new single-family <br /> � dwellings for elderly low income and disabled persons. <br /> In 1996, the Applicant requested re�isions to the approved site plan. <br /> The revisions included a change in house styles, setbacks, traffic <br /> circulation, and open space. Subsequent to a public hearing, the <br /> amended site plan was issued on August 7, 1996. (Staff report, Tyler <br /> testimony) <br /> 2, i he subject property is a 2.2 acre parcel of Iand that has been zoned R- <br /> 1 with a Planned Residential Development Overlay. The original <br /> proposed number of units of the PRD was 13,.and it satisfied the density <br /> requirements for R-1 zoned properties. TYie proposed increase of one <br /> unit (a total of 14 units) results in approximately 6.4 units per acre and is <br /> consistent with the maximum den:;iry zoning standards of 15 units per <br /> acre. (Staff report) <br /> 3. Admitted at the public hearing as exhibit 3 was a reduced copy of the <br /> site plan proposed for the amendment. This exhibit is attached hereto <br /> and by this reference is hereby incorporated as part of these findings. <br /> 4. All PRD's within the City of Everett are reviewed pursuant to Everett <br /> Municipal Code (tMC) 18.19.32 "Planned Resider.tial DevelopmenY'. <br /> The Planning Department staff reviewed the proposed amendment and <br /> submitted in the staff report that the proposal i^ consistent with PRD <br /> ordinances in tne City of Everett. (Staff report) <br /> 5. Tha original amount of tra�c to be generated by the proposed <br /> development was minimal because of disabilities of the projected <br /> residents of the PRD. Nowever, with the proposed change to eight <br /> msrket ratn rentals, there will be ad�itional traffic generated from the <br /> site. '�he average daily trips per day !o be generated by this proposal <br /> will be an i�crease of epproximately 80. Most of this traffic will use <br /> Upper Ridge Road and 76th Street.
