i
FINDINGS AND CONCLUSIONS:
Criterion No. 1:
hat thance is necessary because of exceptional or extraordinary
circumstances regazding the size, shape, topography, or location of the
subject property; or ttie location of a pre-exstmg improvement on the
subject property that conformed to the zoning code in effect when the
improvement was constructed.
. a. Findin s: The applicant states that the variance is necessary
because e additional driveway was poured to provide off-
street parking for their vehicles. Also, for access to possible
boat or recreational vehicle parking as per the covenants of
their neighborhood.
The Board finds that exceptional and unique circustances
exist with regard to the subject properry that were created
during the plat development. The Plat of Veralene Estates
was constructed with a unique sryle of curbing that is
referred to as "rollecl curbs" rather than the typical A-1 or
"raised curbs" that exist throughout the majority of the City
where curbs exist. Rolled curbs do not have a defined
opening or a distinct driveway cut that is rypical of raised
curb developments. Due to this type of curb design, a
property owner is able to gain vehicula access from the
public street to their property at any location along the
property's frontage on the street. With raised curb
developments there is only one driveway access point from
the public street to each properry.
b. Conclusions:. The subject properry has unique design
eatures that resulted during tlie construction of the plat that
are not typical thoughout the City of Everett. The plat in
which it is located was constructed with "rolled curbs"rather
than the rypical A-1 or "raised curbs".
Criterion No. 2:
hat the vazance will not be materially detrimental to the property in the
area of tne subject property or to the Ciry as a whole.
a. Findin s:. The applicant states that the proposed variance
would not be detrunental to the properties m their azea, as
there are 24 other added on concrete or gravel driveways to
existing driveways in the Veralene Estates neiglborhood.
The Boar. of Adjus[ment is authoried to grant deviations
from the Ciry's Zoning Code which regulates the width of
driveways on private property.
