i <br /> FINDINGS AND CONCLUSIONS: <br /> Criterion No. 1: <br /> hat th��ance is necessary because of exceptional or extraordinary <br /> circumstances regazding the size, shape, topography, or location of the <br /> subject property; or ttie location of a pre-ex�stmg improvement on the <br /> subject property that conformed to the zoning code in effect when the <br /> improvement was constructed. <br /> . a. Findin s: The applicant states that the variance is necessary <br /> because e additional driveway was poured to provide off- <br /> street parking for their vehicles. Also, for access to possible <br /> boat or recreational vehicle parking as per the covenants of <br /> their neighborhood. <br /> The Board finds that exceptional and unique circustances <br /> exist with regard to the subject properry that were created <br /> during the plat development. The Plat of Veralene Estates <br /> was constructed with a unique sryle of curbing that is <br /> referred to as "rollecl curbs" rather than the typical A-1 or <br /> "raised curbs" that exist throughout the majority of the City <br /> where curbs exist. Rolled curbs do not have a defined <br /> opening or a distinct driveway cut that is rypical of raised <br /> curb developments. Due to this type of curb design, a <br /> property owner is able to gain vehicula� access from the <br /> public street to their property at any location along the <br /> property's frontage on the street. With raised curb <br /> developments there is only one driveway access point from <br /> the public street to each properry. <br /> b. Conclusions:. The subject properry has unique design <br /> eatures that resulted during tlie construction of the plat that <br /> are not typical thoughout the City of Everett. The plat in <br /> which it is located was constructed with "rolled curbs"rather <br /> than the rypical A-1 or "raised curbs". <br /> Criterion No. 2: <br /> hat th�e vaz�ance will not be materially detrimental to the property in the <br /> area of tne subject property or to the Ciry as a whole. <br /> a. Findin s:. The applicant states that the proposed variance <br /> would not be detrunental to the properties m their azea, as <br /> there are 24 other added on concrete or gravel driveways to <br /> existing driveways in the Veralene Estates neigl�borhood. <br /> The Boar.� of Adjus[ment is authori�ed to grant deviations <br /> from the Ciry's Zoning Code which regulates the width of <br /> driveways on private property. <br />
