( <br />NOTICE OF CITY ACTION <br />CITY OF EVERETT PLANNING DEPARTMENT <br />PLANNING DIRECTOR DETERMINATION <br />#2-99 <br />iNTRODUCTION: The City ot Everett Planning Department received an application from Mat & Laurie <br />rae ,�f�T01 i` gmia Ave., Everett, WA 98201 for a Planning Direcror's Determination to allow Cor an <br />accessory dwelling unit within the residence located at 2015 Virginia Ave. <br />BACKGROUND: Mat & Laurie Frank, owners of ;he subject property, have applied for a Planning Director's <br />etermmation to allow for a new 57G square foot accessory dwelling unit. An addition of a new gazage and <br />living space area to the existing 1,152 sq.ft. residence is also proposed. The property is zoned R-2, Single <br />Family Residential. Accessory dwelling units are perniitted subject to approvaf by the Planning Director using <br />Review Ptocess I. <br />FINDINGS AND CONCLUSIONS: Subsection 39.020.D of the Zoning Code establishes the criteria by <br />w ii c—TTli sucii prop�sa s must e eva uated. These are as follows: <br />1. An accessory dwelling unit may be established in an existing single family dwelling by <br />...alteration o[ the interior space, conversion of previously uniohabited (attached) space, or <br />addition of attacl�ed living space; or by a combination of t6e three. <br />The proposal is the addition of a new garage and about 960 sq.ft. of new living azea to the <br />existing residence. A portion of the new living area will be used for the accessory dwelling unit <br />on the second story of the addition. <br />2. Each singlc Iamily dwelling on a legal building lot shall not have more than ooe accessory <br />dwclliog unit. No acc�ssory dwelling may be located in any detached accessory structure. <br />The proposcd action is for one accessory dwelling unit only and will be pari of the overall <br />residence witl� attadied garage. <br />3. One or more owners of the property as the owner's permanent and principal residence <br />shall occupy one of the dwelling units. <br />The Franks have submi;tcd a certification that they own and reside at the subject property. <br />4. The floor area of the accessory dwelling unit shall not exceed forty percent of the total tloor <br />area of the structure. <br />The living area of the structure aRer the new addition is 2,160 squaze feet. The iloor area of the <br />proposcd accessory dwclling unit is 576 square feet, which is approximately 27% of the total <br />living area. <br />5. The total number of persons who may occupy the principal and accessory dwelling units <br />combined shall not excced the number of persons :hat are defined by this Title as a <br />"family" <br />The app�icant has agreed to lhis rcquirement as part of their pemiit application. <br />6. Three off street parking spaces shall be provided for the principal and accessory dwelling <br />units. <br />
