Public Works: <br />Sewer: <br />Interceptor Fees: <br />Storm Drainage: <br />Alley Improvement: <br />Driveways: <br />Sidewalks: <br />Parks: <br />Existing line west of proposed building is <br />undersized and must be upgraded. <br />The applicant must comply with the ordinance in <br />effect at the time of construction. <br />Payment to the Regional Detention Fund No. <br />340 is required. <br />The existing north -south alley shall be vertically <br />realigned. <br />All existing driveways aprons that are not used <br />for this project must be replaced with full curb <br />and sidewalks. <br />Existing sidewalks on the perimeter of the block <br />shall be upgraded with all broken or depressed <br />sections to be replaced. <br />Landscaping should be consistent with the City's <br />Street Tree Ordinance. <br />A. FINDINGS AND CONCLUSIONS: SPU <br />The following findings and conclusions are based on the criteria established in <br />Section 19.58.O10B 1-3 of the Everett Municipal Code. <br />Compatibility: <br />a. Landscaping: All street frontages should be landscaped in a manner <br />that will screen parking areas and provide scme visual relief from this <br />massive structure. These improvements should be consistent with the. <br />City's Street Tree Ordinance and the "Park Policy Governing Trees on <br />Public Land", especially that of Street Tree Species selection. <br />b. Facade: The structure's facade should be treated in a manner to blend <br />this structure with adjacent uses and other structures on the county <br />campus. <br />C. Lighting: Lighting should be designed in a manner that will not project <br />light or glare on to any adjacent residential uses and will not adversely <br />impact traffic movement on contiguous City streets. <br />d. Noise: There will be some short term increase in level3 of noise during <br />construction. Both during construction and after completion of the Jail, <br />City Noise Ordinance requirements must be adhered to. <br />e. Land Use: The proposed project will displace the State Employment <br />Security building, one business and six single family homes. One <br />additional structure currently used by the Snohomish County Fire <br />Marshall will be demolished as well. <br />f. Traffic: There will be a substantial amount of traffic generated by the <br />Jail use, with approximately 120 people employed in a 24 hour period at <br />this facility. There will also be law enforcement traffic to and from <br />the facility and visitor traffic. <br />-2- <br />
