The Work Release facility is not expected to generate a substantial <br />amount of traffic as the majority of the residents will not have cars and <br />there will be six employees at the facility in a 24 hour period. This <br />traffic impact may be less than the traffic generated by the <br />Employment Security building. <br />There will be a substantial amount of traffic generated by the reuse of <br />the space currently occupied by the existing Jail facility. At this time, <br />the future uses of this space in the Courthouse have not been identified. <br />g. Pedestrian Access: There should be sidewalks provided from all parking <br />lots for the Jail structure providing access to the main entrance. These <br />sidewalks should meet all the requirements of the Public Works <br />Department. There should be an additional lighted pedestrian walkway <br />created between the Carnegie Building, Work Release facility and the <br />Jail's main entrance. <br />h. Public Entrance: The public entrance to the Jail should be located at <br />approximately the mid -point on the western side of the proposed Jail. <br />This entrance location will strengthen the relationship between the <br />existing County complex (especially the Parking Garage) and the Jai:. <br />It will also provide a better relationship between the entrance and the <br />off-street parking facilities provided by the County. The County should <br />consider as part of their expansion plans locating the main entrance to <br />the Jail on the west end of the area shown for "Expansion" on sheet 2 of <br />the plans submitted. This would further integrate the Jail structure and <br />create a strong pedestrian linkage with existing County buildings. (It is <br />anticipated that there will be a substantial amount of foot traffic <br />between the Jail and existing Courthouse.) <br />i. Parking Lot Design: The parking lot located at the intersection of <br />Pacific and Oakes should be designed to eliminate the existing dead-end <br />configuration. This design could take the form of a ramp located <br />adjacent to the south property line connPcitng the two levels of parking. <br />The lot located adjacent to the main entrance should be redesigned to <br />provide for egress to Wall Street. This will eliminate a dead-end <br />parking lot and provide for fire protection equipment access to the west <br />side of the facility. An adequate turning radius must be provided for <br />fire vehicles from the east -west to the north -south alley. <br />The Lombard intersection of the east -west alley should be signed for <br />staff use only to minimize traffic impact of the Jail facility on both the <br />Senior Center and Housing facility located adjacent to Lombard Ave. <br />j. Elimination of Parki_g• The County may eliminate the 28 parking <br />spaces originally proposed under the Jail structure. If this occurs, the <br />Transportation Division .Mould review County parking plans to insure <br />that adequate off-street parking is provided. <br />k. Construction Parking and Staginp. Area: Adequate off-street parking <br />and staging areas should be provided for construction workers to <br />minimize congestion caused by this large construction operation. A <br />plan should be submitted to the Transportation Division indicating sites <br />for construction parking and staging areas. These sites should be of <br />sufficient size to net further impact the on -street parking in the area. <br />-3- <br />
