1. Expansion of Beds: The County has indicated that there inay be an <br />additional 20 beds in the Jail facility. These beds would be designated <br />for use by Federal inmates and would bring the total Jail bed capacity <br />to 297. Parking facilities should be expanded to meet any increased <br />demand, and any changes in the building envelope should be reviewed by <br />the Planning Director. <br />2. ErvironmentalImpact: <br />a. Earth: The site will require general regradiig Frior to construction. <br />The site is relatively steep sloped (approximately 15%) and strict <br />compliai.ce with the City's Drainage Ordinance should prevent serious <br />erosion problems <br />b. Air Quality: There will be temporary degradation of air quality during <br />construction. <br />C. Water: Storm water flow and quality will be controlled per the <br />requirements of the City's Drainage Ordinance. <br />d. Housing: Six existing homes will be demolished as part of the Jail site <br />preparation. <br />e. Energy: The facility will carry an estimated electrical demand of 1,000 <br />kilowatts per year and will consume additional energy for heating, <br />ventilation and air conditioning. <br />f. Aesthetics: Due to the height of the proposed Jail structure, it will <br />create a wall effect along Lombard Avenue. This massive structure <br />should be screened by installing a substantial amount of vegetation <br />along the Lombard Avenue and Wall Street frontages. The facade of <br />the structure should be treated in a manner to provide some visual <br />relief, and continuity with other structures in the County complex. <br />g. Reuse of Existing Jail: The proposed uses within the existing Jail <br />facility should be reviewed by the Transportation Division to determine <br />if adequate off-street parking is available to meet the parking demand <br />generated by these uses. The County must provide a sufficient amount <br />of off-street parking to meet the requirements of the Zoning Code. <br />h. Future Expansions: All future expansions of the Jail or Work Release <br />facilities should comply with the SEPA review procedures, the City of <br />Everett Special Property Use Permit process, and all pertinent Fire and <br />Building Codes. <br />3. Public Necessitv: <br />The new Jail and '.,ork Release facilities will relieve the over -crowded <br />conditions in the existing Jail. The existing Jail has also been found to be <br />substandard. The new Jail should also substantially reduce escape <br />opportunities through both improved physical security and by arranging <br />facilities so as to permit improved prisoner supervision. <br />-4- <br />
