I. A specific landscaping plan shall be submitted to the Public Works <br />Department for review and approval prior to issuance of any building permits. <br />The plan shall provide visual separation between parking areas and all street <br />frontages. This plan shall consist of vegetation at least three feet in height <br />with trees interspersed as indicated on the site plan. <br />There shall also be a substantial amount of landscaping provided on the Wall <br />Street and Lombard Avenue frontages to provide some visual relief from this <br />massive structure. <br />The landscaping should be consistent with the City's Street Tree Ordinance <br />and the "Park Policy Governing Trees on Public Land", especially that of <br />Street Tree Species Selection. <br />2. Detailed drawings shall be submitted to the Public Works Department showing <br />site parking layout, landscaping, utilities, storm drainage, temporary <br />construction erosion control and all required improvements in the public <br />right-of-way. Public Works Department appt,)val of these drawings is <br />required prior to any permits being issued. All improvements shall be <br />completed, approved and warranted before the Occupancy Permit is issued. <br />3. The existing sewer main in the alley west of the proposed building is <br />undersized and will have to be upgraded to handle the increased load. <br />4. The applicant must comply with the requirements of the Sewer Interceptor <br />Ordinance in effect at the time of Building Permit issuance. <br />5. On -site detention will not be required. In lieu of on -site detention, pryment <br />will be made to the Regional Detention Fund No. 340. The amount required <br />will be based on drainage calculations as required by the Public Works <br />Department when design and development plans are finalized. <br />6. The existing north -south alley must be maintained by easement or within the <br />existing alley right-of-way and will have to be vertically realigned to handle <br />increased traffic from this development. The existing grade differential at <br />Wall Street is excessive from a traffic safety view. <br />7. The north -south alley shall provide egress to Wall Street, providing adequate <br />fire protection access by eliminating the proposed dead-end configuration. <br />8. The intersection of the north -south and east -west alleys adjacent to the Jail <br />facility must be designed in a manner that will provide an adequate radius for <br />fire truck movement to the west side of the Jail. (This access is necessary as <br />the City's aerial or ladder trucks have a maximum working height of 85 feet. <br />From the uphill or west side of the structure it will be 82 feet to the floor of <br />the top floor of the Jail.) <br />9. That the Lombard entrance of the east -west allev shall be signed for staff use <br />only. <br />10. All existing driveway aprons that will no longer be used shall be replaced with <br />full curb and sidewalk to match existing. <br />11. Existing sidewalk around the perimeter of development on the block must be <br />brought up to standards, which will require replacement of all broken or <br />depressed sections. <br />12. There shall be sidewalks provided from all parking lots to both the Jail and <br />the Work Release facility's entrances. These sidewalks shall be designed to <br />Public Works Department specifications. <br />-6- <br />
