There shall also be a lighted pedestrian walkway between the Carnegie <br />Building, the Work Release Facilit% and the main entrance to the Jail. <br />13. City streets and alleys are to be kept clear of dirt and debris at all times <br />during construction. Dust suppression and street cleaning must occur as <br />directed by the Public Works Inspector. <br />14. Performance and Warranty Guarantees will be required for ah work in the <br />public right-of-way. <br />15. The parking lot located at the intersection of Pacific and Oakes shall be <br />designed to provide flow through circulation via a ramp located adjacent to <br />the south property line connecting the two levels of parking. <br />16. The parking lot adjacent to the main entrance shall be redesigned to provide <br />direct egress to Wall Street. <br />17. The facade of the Jail shall be treated in a manner consistent with other <br />structures in the County Complex. <br />18. All lighting shall be designed in a manner that will not project light or glare <br />on any adjacent residential uses, and shall not adversely impact traffic <br />movement on contiguous City streets. <br />19. The construction and long term op -,ration of the Jail shall comply with all <br />li requirements of City Noise Ordinance #534-78. <br />I <br />�I 20. Puget Sound Air Pollution Control Agency requirements must be adhered to <br />during construction. <br />21. The specific reuse of the current Jail facility shall be reviewed by the <br />Transportation Division to determine if adequate off-street parking is <br />available to meet the demand generated by new uses. The County must <br />provide a sufficient amount of off-street parking to meet the requirements of <br />the City of Everett Zoning Code. <br />22. The public entrance to the Jail shall be located at approximately the mid- <br />point on the western side of the proposed Jail. <br />23. The County should consider the long term relocation of the main entrance to <br />the west end of the area shown for "Expansion" on sheet 2. of the plans <br />submitted to further integrate the Jail structure with other County buildings. <br />24. If the County eliminates the 28 under -structure parking stalls, the <br />Transportation Division shall review such changes to insure that adequate off- <br />street parking is provided. Additional off-street parking may be required as <br />needed in the immediate vicinity of the Jail. <br />t' 25. All construction worker parking shall be provided off-street and the County <br />II shall communicate this requirement to all employees involved in the instant <br />project. A plan shall be submitted to the Transportation Division indicating <br />sites for construction parking and staging areas. Those sites shall be of <br />sufficient size to accommodate all construction workers vehicles. <br />26. If the County expands the Jail to accommodate an addit,, nal 20 beds for <br />Federal inmates, parking facilities must be expanded to meet increased <br />demand. Any changes in the building envelope necessitated by the addition of <br />beds shall be reviewed by the Planning Director. <br />-7- <br />
