17. The County should consider the long term relocation of the main entrance to <br />the west end of the area shown for "Expansion" on sheet 2 of the plans <br />submitted to further integrate the Jail structure with other County buildings. <br />18. If the County eliminates the 28 under -structure parking stalls, the <br />Transportation Division shall review such changes to insure that adequate off- <br />street parking is provided. Additional off-street parking may be required as <br />needed in the immediate vicinity of the Jail. If the County eliminates the 28 <br />under -structure parking stalls, the Applicant should notify the City <br />immediately of their intent to do so. <br />19. All construction worker parking shall be provided off-street and the County <br />shall communicate this requirement to all employees involved in the instant <br />project. A plan shall be submitted to the Transportation Division indicating <br />sites for construction parking and staging areas. Those sites shall be of <br />sufficient size to accommodate all construction workers' vehicles. <br />20. If the County expands the Jail to accommodate an additional 20 beds for <br />Federal inmates, a determination must be made by the Traffic Engineer as to <br />the adequacy of the Jail's parking facilities for this increased level of activity. <br />Any changes in the building envelope necessitated by the addition of beds shall <br />be reviewed by the Planning Director. <br />21. All future expansions of the Jail or Work Release facilities shall comply with <br />the SEPA review procedures, the City of Everett Special Property Use Permit <br />process, and all pertinent Fire and Building Codes. <br />22. That any major deviations other than ones which have been noted in this report <br />from either the approved site plan or the proposed use shall be reviewed by the <br />Planning Director to determine if additional hearings must be held. <br />23. When the Applicant receives budgetary approval for sewer upgrading and <br />interceptor fees, sidewalks improvements, easements and detention fund <br />contributions (Item 3-6 and I of the Final Staff Report to Hearing Examiner), <br />i they are to re -apply for a hearing on these items. The hearing shall be heard <br />before the City of Everett Hearing Examiner who -hall make the final <br />recommendation on the said requirements to the Everett City Council. The <br />Applicant shall be timely in their application for the additional hearing. <br />24. The City will issue building permits for the remo ieling of the Work Release <br />facility upon Council approval of this Special Property Use Permit and normal <br />building plan review. No permits will be issued for jail construction until the <br />above mentioned hearings have been completed, and specific funding of the <br />necessary improvements has been addressed. <br />AND, BE IT FINALLY ORDERED that a copy of this written order be trans- <br />mitted to the applicant. <br />I' <br />DATE: August 11, 1982 <br />William E.
