Snohomish County Public Works Department <br />Page -3- <br />8. The existing Snohomish County Jail houses 165 persons. At the time of its <br />construction in 1966, there were no building standards for the number of <br />prisoners allowed in a jail and thus the exact capacity may be less than 165, <br />as stated. <br />9. Because of the increase in crime within Snohomish County and of the <br />increased population, and of the tendency of the courts to give jail sentences, <br />there is a need for a new jail facility. <br />10. The proposed jail facility and the proposed work release facility will <br />encompass nearly the entire block of the property that is located directly <br />east of the existing County Administration Building. The only portion of the <br />block that will not be converted for detentional use is a structure being used <br />by the Johnson Printing Company. <br />11. The proposed new jail will be landscaped to provide visual relief to the <br />surrounding properties. The landscaping plan will be submitted at a later <br />date. <br />12. The proposed project will displace the State Employment Security Building <br />(which will be remodeled), one business and six single family homes. In <br />addition, one structure on the block will be removed. <br />13. The proposed detention facilities will provide effective safety in transferring <br />prisoners from the Courthouse to the detention facilities; improvement of <br />communications between the law enforcement authorities; and a containment <br />of the County campus in one section of the City. <br />14. With control of the landscaping, lighting, noise and traffic, the proposed <br />structure should be compatible with the surrounding properties. <br />15. Landscaping will be done on the proposed prejec:t to blend in with the <br />surrounding properties. <br />16. Lighting will be designed in a manner that will not project light or glare onto <br />adjacent residential uses and that will not impact traffic within the City. <br />17. During the construction there will be noise level increases but after <br />construction noise ordinance requirements will be met. <br />18. The proposed project will generate additional traffic. With additional <br />employees at the site and traffic generated by the activity at the site, traffic <br />will become somewhat of a problem. <br />19. Sidewalks will be provided from all parking lots to the jail structure. These <br />sidewalks will provide the necessary public access to the main entrance which <br />will be on Wall Street. The sidewalks will have to meet all the requirements <br />of the Public Works Department. In addition, there may be requirements <br />from the Public Works Department for pedestrian walkways that are lighted. <br />20. The public entrance to the Jail will be off of Wall Street on the western side <br />of the proposed Jail. <br />
