Snohomish County Public Works Department <br />Page -4- <br />21. A parking lot will be located at the intersection of Pacific and Oakes. The <br />lot will be designed to eliminate existing dead-end configuration. In addition, <br />a parking lot will be located adjacent to the main entrance and it will provide <br />egress to Wall Street. With this type of design, the dead-end parking lot will <br />be eliminated and there will be an alley providing access for fire protection <br />of the structures. <br />22. There will be 23 underground parking spots available for staff use at the <br />proposed Jail. The Applicant should utilize these spots to alleviate parking on <br />the adjoining streets. <br />23. During construction, parking for the construction workers will be a problem. <br />The Applicant and the City should coordinate a plan with the Transportation <br />Division to properly determine the sites available for construction parking <br />and staging areas. This parking should not impact on -street parking in the <br />area. <br />24. The location of the proposed site is a steep slope area that will need to b <br />regraded prior to any construction. The Applicant must comply with the <br />City's Drainage Ordinance to prevent any serious erosion problems. <br />25. Due to the destruction of buildings and the proposed construction, the air <br />quality will be diminished during construction. There should be no problem <br />with air quality after construction is finished. <br />26. Storm water control and quality will be controlled under provisions of the <br />City Drainage Ordinance. <br />27. With proper vegetation and landscaping along Lombard Street and Wall <br />Street, the aesthetics of the structure would not have an impact on the <br />neighboring properties. <br />28. All expansions of the proposed Jail and the Work Release facilities will have <br />to comply with SEPA review procedures, City of Everett Special Property <br />Use Permit procedures, and all pertinent Fire and Building Codes. <br />29. "rhe existing Employment Security Building will be transformNd into a Work <br />Release Facility for 60 residents. These 60 residents will use the Work <br />Release Facility as a bate for the purpose of readjusting to society near the <br />end of their jai: terms. <br />30. The inmates of the Work Release Detention Center will be allowed to move <br />and live within the mainstream of society. The Applicant has met with <br />neighbors of the proposed facility and testified that all concerns are satisfied. <br />Thus, the Facility appears to be socially compatible with the surrounding <br />area. <br />
