DRAFT MEMORANDUM OF UNDERfTANDING <br />BETWEEN SNOHOMISH COUNTY AND THE CITY OF EVERETT <br />REGARDING THE PROVISION OF SEWER FACILITIES <br />TO SERVE NEW COUNTY DETENTION FACILITIES <br />1. INTENT. It is the intent of this Memorandum to summarize the <br />essential principles under which the City of Everett will design <br />and construct combined storm and sanitary sewerage facilities to <br />serve the County's new jail. <br />s <br />2. BACRGROUND. The County is now designing new detention facilities, <br />including a jail and a work facility, to be located in Block 714 <br />in the City of Everett. The jail requires sewer services for <br />which existing collection systems in the vicinity aie inadequate. <br />Concurrently, the City of Everett plans to construct a new sewer <br />main, of approximately 21" diameter, which will pass the County's <br />detention facilities approximately one block to the east. This <br />main will have sufficient capacity to accommodate discharges from <br />i the new County jail. <br />The City and County find that connection of the County's new jail <br />to the City's new sewer main will provide satisfactory, timely, <br />and cost effective sewer services to the jail. <br />The City intends to commence design of the sewer main, with its <br />own staff, in the near future; the City anLicipates construction <br />of that main, by competitively bid contract, in the first half of <br />1983. <br />The City and County further find that it would be cost effective <br />if the City were to design the connection between the County's new <br />jail and the City's new sewer main; and, if that connection were <br />constructed by the City under the same contract which would result <br />
