DRAFT MEMORANDUM OF UNDERfTANDING BETWEEN SNOHOMISH COUNTY AND THE CITY OF EVERETT REGARDING THE PROVISION OF SEWER FACILITIES TO SERVE NEW COUNTY DETENTION FACILITIES 1. INTENT. It is the intent of this Memorandum to summarize the essential principles under which the City of Everett will design and construct combined storm and sanitary sewerage facilities to serve the County's new jail. s 2. BACRGROUND. The County is now designing new detention facilities, including a jail and a work facility, to be located in Block 714 in the City of Everett. The jail requires sewer services for which existing collection systems in the vicinity aie inadequate. Concurrently, the City of Everett plans to construct a new sewer main, of approximately 21" diameter, which will pass the County's detention facilities approximately one block to the east. This main will have sufficient capacity to accommodate discharges from i the new County jail. The City and County find that connection of the County's new jail to the City's new sewer main will provide satisfactory, timely, and cost effective sewer services to the jail. The City intends to commence design of the sewer main, with its own staff, in the near future; the City anLicipates construction of that main, by competitively bid contract, in the first half of 1983. The City and County further find that it would be cost effective if the City were to design the connection between the County's new jail and the City's new sewer main; and, if that connection were constructed by the City under the same contract which would result
