FINDINGS AND RECOMMENDATIONS OF THE HEARING EXAMINER OF THE CITY OF EVERETT IN THE MATTER OF THE APPLICATION OF SNOHOMISH COUNTY PUBLIC WORKS DEPT. FOR APPROVAL OF A SPECIAL PROPERTY USE PERMIT SPU #6-81 RECOMMENDATION: The recommendation of the Hearing Examiner is that the requested Special Property Use Permit be granted subject to the conditions listed. INTRODUCTION The Snohomish County Public Works Department, County Administration Building, Everett, Washington, and hereinafter referred to as Applicant, has requested a Special Property Use Permit for property located at 3002 to 3018 Lombard, Everett, Washington, and more particulary described as: Lots 21 through 30, Block 714, Everett Land Company's First Addition (3018, 301;, 3006, 3008, 3002 Lombard) and for property at 3015 Oakes, Everett, Washington, and more particularly described as follows: Lots 7 through 10, Block 714, Everett Land Company's First Addition (3015 Oakes) On July 16, 1982, the Hearing Examiner of the City of Everett issued Recommendations supported by Findings of Fact and Conclusions to the Everett City Council recommending approval of the Special Property Use Permit to construct a Ccunty Jail capable of housing 277 inmates, In addition, the Special Property Use Permit was recommended for the remodeling and the improving of the existing Employment Security Building at 3015 Oakes, Everett, Washington. The Employment Security Building is to be changed to a Work Release Center capable of housing 60 residents. In addition to the Special Property Use Permit, a variance request was heard for the purpose of extending the average height of the proposed jail to 120 feet. The recommendation of the Hearing Examiner was to grant the variance. One of the conditions of approval as recommended by the Hearing Examiner was that when the Applicant received budgetary approval for sewer, sidewalks, easements and detention ponds for the proposed structures, they were to reapply for a hearing on these specific items. The Everett City Council approved the recommendations of the Hearing Examiner on August 11, 1982.
