FINDINGS AND RECOMMENDATIONS <br />OF THE HEARING EXAMINER OF THE <br />CITY OF EVERETT <br />IN THE MATTER OF THE APPLICATION OF <br />SNOHOMISH COUNTY PUBLIC WORKS DEPT. <br />FOR APPROVAL OF A SPECIAL PROPERTY USE <br />PERMIT SPU #6-81 <br />RECOMMENDATION: The recommendation of the Hearing Examiner is that the <br />requested Special Property Use Permit be granted subject to <br />the conditions listed. <br />INTRODUCTION <br />The Snohomish County Public Works Department, County Administration Building, <br />Everett, Washington, and hereinafter referred to as Applicant, has requested a <br />Special Property Use Permit for property located at 3002 to 3018 Lombard, <br />Everett, Washington, and more particulary described as: <br />Lots 21 through 30, Block 714, Everett Land Company's First <br />Addition (3018, 301;, 3006, 3008, 3002 Lombard) <br />and for property at 3015 Oakes, Everett, Washington, and more particularly <br />described as follows: <br />Lots 7 through 10, Block 714, Everett Land Company's First <br />Addition (3015 Oakes) <br />On July 16, 1982, the Hearing Examiner of the City of Everett issued <br />Recommendations supported by Findings of Fact and Conclusions to the Everett <br />City Council recommending approval of the Special Property Use Permit to <br />construct a Ccunty Jail capable of housing 277 inmates, In addition, the Special <br />Property Use Permit was recommended for the remodeling and the improving of <br />the existing Employment Security Building at 3015 Oakes, Everett, Washington. <br />The Employment Security Building is to be changed to a Work Release Center <br />capable of housing 60 residents. <br />In addition to the Special Property Use Permit, a variance request was heard for <br />the purpose of extending the average height of the proposed jail to 120 feet. The <br />recommendation of the Hearing Examiner was to grant the variance. <br />One of the conditions of approval as recommended by the Hearing Examiner was <br />that when the Applicant received budgetary approval for sewer, sidewalks, <br />easements and detention ponds for the proposed structures, they were to reapply <br />for a hearing on these specific items. <br />The Everett City Council approved the recommendations of the Hearing Examiner <br />on August 11, 1982. <br />
