Snohomish County Public Works Dept. <br />SPU #6-81 <br />Page -2- <br />Subsequent to the Everett City Council approval, the Applicant received County <br />budgetary approval for the items mentioned. The Applicant has reapplied to the <br />City to reopen the hearing on the Special Property Use. Permit for the final <br />approval on the aforementioned matters. A hearing on this request for reopening <br />was held on January 6, 1983. At the public hearing the following presented <br />testimony: <br />Mr. Jerry Clark <br />Snohomish County Administration Building <br />5th Floor <br />Everett, WA 98201 <br />Mr. Gerry Ervine, Planning Deportment <br />The following exhibits were presented and admitted at the hearing and are <br />available for inspection at the Hearing Examiner Office: <br />EXHIBIT 1 Staff Report <br />2 Vicinity Map <br />3 Plot Plan <br />4 Departmental Comments <br />5 Slides <br />6 Declaration of Non -Significance (Snohomish County) <br />7 Findings of Fact & Recommendation of the Hearing <br />Examiner to City Council dated July 16, 1982 <br />After due consideration of the evidence presented by the Applicant; evidence <br />elicited during the public hearing; and as the result of the personal inspection of <br />the subject property and surround?ng areas by the Hearing Examiner; and as the <br />result of the review of the initial hearing and findings of this matter, the following <br />findings of fact and conclusions constitute the basis of the recommendation of the <br />Hearing Examiner. <br />FINDINGS OF FACT <br />The Applicant has requested approval of a Special Property Use Permit for <br />property located at 3002 to 3018 Lombard, Everett, Washington and 3015 <br />Oakes, Everett, Washington. The specific legal descriptions of these <br />properties are listed above. <br />2. The specific request for the Special Property Use Permit is for the <br />construction of a County Jail capable of housing 277 inmates. In addition, the <br />Special Property Use Permit will allow for the construction of parking <br />facilities for those visiting the Jail. The Special Property Use Permit is for <br />properties located at 3002 to 3018 Lombard. <br />3. The remainder of the Special Property Use Permit application is for the <br />purpose of remodeling the existing Employment Security Building in order to <br />provide a Work Release Facility for 60 residents. This portion of the Special <br />Property Use Permit application is for property that is located at 3015 Oakes. <br />
