Snohomish County Public Works Dept. <br />SPU 116-81 <br />Page -6- <br />10. 1 :cause of the overcrowded conditions in the existing Jail and the <br />substandard structure, the proposed Jail will serve the public convenience and <br />necessity. Section 3 of 19.58.010(B)is satisfied. <br />II. The Everett Planning Department has recommended approval of the Special <br />Property Use Permit subject to the conditions listed in Finding 1118. <br />RECOMMENDATION <br />Based on the above findings of fact and conclusions, the on -site inspection and <br />based on the review of the previous hearings and findings of this matter, the <br />Hearing Examiner of the City of Everett hereby recommends the requested Special <br />Property Use Permit for the construction of the Jail at property located at 3002 to <br />3018 Lombard, Everett, Washington, and the construction of the Work Release <br />Facility located at 3015 Oakes, Everett, Washington should be granted. The Special <br />Property Use Permit should be granted subject to the following: <br />1. All conditions, as approved by the Everett City Council in the initial approval <br />of the Special Property Use Permit o' August 11, 1982, and consistent with <br />this recommendation are reaffirmed and must be adhered to. <br />2. The sewer serving the Jail must be upgraded to Public Works Department's <br />standards. The Public Works Department is to approve of any plans for the <br />upgrading of the sewer. <br />3. The Appiicant must comply with the requirements of the Sewer Interceptor <br />Ordinance in effect at the time of the Building Permit issuance. <br />4. On -site detentioni will not be required. In lieu of on -site detention, payment <br />will be made to the Regional Detention Fund #340. The amount required will <br />be based on the drainage calculations as required by the Public Works <br />Department when design and development plans are finalized. <br />5. The existing north -south alley must be maintained by easement or within the <br />existing alley right-of-way and will have to be vertically realigned to handle <br />increased traffic from this development. The existing grade differential at <br />Wall Street is excessive from a traffic safety view and the Department of <br />Public Works must be consulted prior to slope development. <br />6. Existing sidewalks around the perimeter of the development on the block <br />must be brought up to standards, which will require replacement of all broken <br />and depressed sections. <br />Entered this 17th day of January, 1983, pursuant to the authority granted undL. <br />Ordinance #692-80 of <br />the City of Everett Zoning Code. <br />JAMES M.
