I have wnsidered my letter to you dated December 29, 1997, SEPA IvIDNS No. <br /> 24-97, and the Everott Zoning Code. I have the following comments on the wrrent submittal. <br /> l. Item# 1 of the December 29, 1997 letter. 1'he iasue of footings in the required setback areas has <br /> been teaolved by the infomution providcd by the Building Department which concludes that <br /> footinga may extend into the required setback aress. <br /> 2. Item#2. A detailed dnwing of the"Recreation Area" has bxn provided. It shows a room with <br /> chaira and tables, a small kitchen, a bathroom, and a small area for a computer station. Per <br /> condition No. 22 under Infomution for the Developer in ivmNS 24-97 a minimum of 1.22 acres of <br /> recreation credit must be provided. As proposed,the recreation area dces not provide arry <br /> recreation credit as intended by the Zoning Ccrde. A diswssion of the issue of compliance with the <br /> recreation requirement is contained below. <br /> 3. Item#3. Detailed drawings of the atriums have been provided as part of the landscape plens. The <br /> upper atrium is satisfactory and provides 0.25 acres of rxreation credit as a picnic area. The <br /> eighteen inch high cedar brnch around the planters in the lower auium provide� some amenity that <br /> could encourage the residmts to use this space. We suggest that additional amenities be provided <br /> in this l:rea. Perhaps a table and chairs could be provided to encourege social interaction. <br /> A more significant concern is the proposal to plant very large canopy trees in the lower atrium. <br /> Because of the significant interferena with sunlight penetration caused by tt.e substantial tree <br /> cover, we are unable to provide any credit for this atrium towarc?s:he recreation requirement in the <br /> Zoning Cafe. ffthe proposed vegetationis modified to euc�urage greater use ofthe eres, x�me <br /> recreation credit wuld be given for provid:ng a"Iandscaped park-like area". Because of the Gmited <br /> siu of the lower atrium 0.25 acres of c��it would be p�ovided. <br /> 4. It appears that all drawings showing the dxk cverhangs have ban modified to reflect that these <br /> features are architectural features rather than useab�e portion of the decks.
