MERRICK <br />LENTZ <br />ARC CT <br />November 29, 1994 <br />City of Everett Planning Department <br />Land Use Section <br />3002 Wetmore Ave. <br />Everett, WA 98201 <br />Variance Request <br />Narrative Statement: <br />The owner of the Taco Time Restaurant located at the South East corner of 38th Street and <br />Rucker Avenue is requesting a zoning variance. If granted, this variance would allow the owner <br />to remodel and upgrade the existing building. This in turn will provide the city and the <br />surrounding neighborhood with a more attractive, more successful restaurant. Key to the remodel <br />effort is the addition of a drive through service window. A drive -through window will provide <br />increased convenience for the restaurant patrons. In addition, drive -through service provides the <br />safest, most convenient method for persons of disability to visit the restaurant. <br />This project is located in a B-2 zone. Residential property is situated to the east, on the far side <br />of an existing alleyway. These home owners have built sight obscuring fences that block the <br />view of the Taco Time. This proposal meets all requirements of the current zoning code except <br />for the drive through lane location and the location of the order station. Holding space for I I <br />vehicles are proposed but this requires that the drive through lane to be closer than 100 feet from <br />the adjoining residential property. <br />A 5' high, sight obscuring fence is proposed along the top of the rockery that currently exists <br />along the east property line of the restaurant. This will further mitigate the possible impacts of <br />headlights from vehicles waiting in the drive through lane. <br />Specific variance ple;nts: <br />A. the swrrance will not be materially detrimental to the property in the area of the subject <br />property or the Oty as a whole. <br />Granting this variance will enable the owner to provide drive through service at the Taco Time <br />Restaurant. In addition, remodeling the restaurant will provide a more attractive, convenient <br />facility. <br />IBM- 136th Place N.
