-. <br />HOUSING CODE INSPECTION REPORT <br />r-- <br />FROM: MARIAN DENT, CITY OF EVERETT, HOUSING INSPECTOR / <br />DA1'E: JANUARY 28, 1994 <br />SUBJ: 3916 Rucker Ave., Eve�ett, WA <br />The Building Inspecdon Division received two complaint from tenants of this building <br />regarding substandard living conditlons. An inspection was conducted and the <br />following is a list of some of the deficiencies noted during the inspection. <br />Deficiencies noted pursuant to the Uniform Housing Code: <br />1. T'ne building has been converted into a triplex without obtaining permits fmm <br />the city. <br />2. The electrical service for all three units is located in the basement, which is unit <br />"B". Tenants in units "A" and "C" do not have 24 hour access to the electrical <br />� service boz. <br />The three car garage has been converted into a dweliing unit. No wnstruction, <br />electrical, plumbing, or mechanical permits were issued for this conversion. <br />1'he following list of deficiencies werc noted in unit "B". <br />There is no guard rail for hand rail at the entrance of the unit. <br />2. There is moisture and mold throughout the unit. <br />3. There is water seeping into the electrical service box. <br />4. The electrical service is not grounded. <br />5. Plumbing waste Pipe vent ends in the Idtchen and requires extending to the <br />exterior of the build�ng in accorclance with the Plumbing Ccxie. <br />6. The bedroom window is 80 inches off the floor. <br />7. Windows in the room off the kitchen which is being used as a bedroom are not <br />in compliance with the requirements of the code. The windows aze 53 inches <br />off the floor. The code requires "basements in dwelling units and every <br />sleeping room below the fourth story shall have a least one operable window for <br />door approved for �mergency escape or rescue wliich shall open directly into a <br />public street, public alley, yard or exit court."
