b. All garbage dumpsters and recycle bins must be screened from view from the street and <br />from adjacent properties. This screening may be done using dense vegetation or by placing <br />the dumpster or recycle bin in a structural enclosure. <br />C. For specifics on design of refuse and recycling facilities, contact Rubatino Refuse Removal, <br />Inc. at 259-0044 for areas generally north of 112th Street. For areas east of 1-5 from Valley <br />View south, contact Waste Management Northwest, Inc. at 337-1197. <br />25. Any rockeries or retaining walls proposed in required setback areas must be in conformance <br />with Section 3 9. 150 of the Zoning Code. <br />26. Rooftop mechanical equipment, including vents, must be screened per Section 39.040 of the <br />Zoning Code. <br />27. Rucker Avenue is gateway entrance into downtown Everett and the building facades and <br />street frontages, especially facing Rucker, should strongly emphasize the architectural, <br />landscape and aesthetic design quality as envisioned in the City's Comprehensive Plan <br />policies for downtown gateway corridors. The applicant is required to provide an <br />architectural treatment which breaks up the large building facades and reduces the <br />appearance of a flat surface for both the proposed medical building and parking garage. The <br />medical building should also have windows facing the street to avoid a blank building <br />facade. The windows should not be reflective "mirror" windows, but should allow for <br />visibility into the building from the street. The medical building should also have a <br />prominent pedestrian entrance(s) on Rucker Avenue. The ventilation openings in the <br />Rucker Avenue facade of the parking garage should give the appearance of bang windows <br />with a perpendicular orientation as in residential or office building rather than a sloping ramp <br />appearance. <br />28. Landscaping must be provided per Section 35 of the Zoning Code. At a minimum this must <br />include the following: <br />a) For those portions of the proposed clinic building and parking garage which are <br />located in the B-2 zone a landscape strip a minimum of ten (10) feet, or the distance <br />between lot line and building, whichever is less, must be provided in the front yard setback <br />area along the Rucker Avenue frontage except for the driveway. This area shall be planted <br />with Type III landscaping. <br />b) A landscape strip, a minimum of ten (10) feet, or distance between the lot line and <br />building, must be provided along the Hoyt Avenue frontage for the parking garage, except <br />for the driveway. This area shall be planted with Type III landscaping. The applicant <br />should also note that the required minimum ten (10) foot landscape strip along Hoyt Avenue <br />also include the proposed 22 off-street parking stalls which will be constructed on the <br />adjacent property. <br />c) A landscape strip a minimum of ten (10) feet wide must be provided along the 39th <br />Street frontage for the parking garage. This area shall be planted with Type III landscaping. <br />d) A landscape strip a minimum of ten (10) feet wide, or distance between the lot line and <br />building, must be provided along the clinics 40th Street frontage, except for the driveway. <br />This area shall be planted with Type III landscaping. <br />e) A landscape strip a minimum of five (5) feet wide must be provided along the clinic's <br />interior lot line which abuts the Physicians Eye Clinic. This area shall be planted with Type <br />III landscaping. <br />
