Time Payment Due <br />Owner shell pay the sum identified herein prior to and as a condition of, issuance <br />of a building permit for the Project by the City of Everctt. This ngreement shall bc <br />binding on thc successors, hcirs, and assigns of ihe parties hercto, nnd the paymenl <br />obligations hcrwnder shall constitutc a lien upon Ihe property.
