VISED <br />PLANNING DIDRECTOR DECISION <br />REVIEW PROCESS II #03-014 <br />(Revision to Review Process II #00-016) <br />March 29, 2004 <br />INTRODUCTION: The City of Everett Department of Planning and Community Development has <br />installation of Boeing Employee Credit Union (BECU) signs. Two 24 square foot wall signs <br />received a request from Tube Art for a comprehensive sign design plan approval which would allow the <br />will be <br />installed on the east side of the building facing towards Rucker Avenue and two 6 square foot signs will <br />be placed on the two existing freestanding Safeway signs. The existing Safeway signs totaling 266 <br />square feet on the east elevation of the store were approved under REVII #00-016. <br />PROPONENT: Tube Art <br />2730 Occidental Avenue South <br />Seattle, WA 98134 <br />AUTHORITY: Section 36.210 of the City of Everett Zoning Ordinance provides for the Planning <br />Director, using a Type II review process, to consider requests for comprehensive sign design plan <br />permits, subject to the applicant demonstrating that an exceptional effort has been made toward creating <br />harmony between the sign, the building and the site where it is located through use of a consistent <br />design theme which complements and enhances the surrounding environment: and by meeting the <br />criteria listed in subsection 36.210.A. <br />LOCATION: 4128 Rucker <br />ZONING: B-2, Community Business <br />GENERAL PLAN: 4.4, Mixed Use Commercial- Multiple Family <br />EXISTING SIGN REQUIREMENTS: B-2 zoned property is regulated by Sign Category A in the <br />Zoning Code, which provides that wall signs on each facade of the building can be the larger of forty- <br />eight (48) square feet or fifteen (15) percent of the area of the facade up to a maximum of two hundred <br />(200) square feet. One freestanding sign up to a maximum of 75 square feet is allowed for every 300 <br />feet of street frontage up to a maximum of four signs. <br />FINDINGS AND CONCLUSIONS- In determining whether to approve a proposed comprehensive <br />sign design plan the Director must consider the following factors: <br />1• Whether the proposal manifests exceptional harmony between the sign, buildings and other <br />components of the subject property through the use of a consistent design theme. <br />Findings: The east facade of the building is approximately 7,000 square feet. Two wall signs <br />totaling 48 square feet will be added to the existing 266 square feet of wall signs. This is less <br />than 5% of the building facade. The additional six square feet of signage on the existing <br />freestanding signs are permitted by the zoning code. <br />Conclusions: Signs and logos will be in scale with the size and setback of the building. <br />2• Whether the sign or signs promote the planned land use in the area of the subject property <br />and enhance the aesthetics of the surrounding area; <br />Findings: The planned use of the subject property is community business. Residential uses are <br />located to the west, north and south along Terrace Drive. Community business is planned for <br />the area to the east and south along Rucker.
