3. Special charges for connection to sewer system in accordance with <br />Ordinance 984-83 are applicable. The actual cost shall be computed by <br />the Building Department per the ordinance in effect at the time and <br />according to the information provided on the approved plans on the date <br />of permit issuance. (SEPA Utilities Policy) <br />4. On -site detention is required, OR, in lieu of providing on -site <br />detention, payment to City Drainage Fund 340 is allowed. (Ordinance <br />670-80 and SEPA Utilities Policy) <br />5. All existing underground tanks on the site must be removed or filled in <br />compliance with Section 79.113(e) of the Uniform Fire Code, 1982 <br />Edition. All applicable permits must be obtained from the City's Fire <br />Marshall. (SEPA Risk of Upset Policy) <br />6. A landscaped area a minimum of 5 feet wide must be provided along the <br />entire Rucker Avenue and 43rd Street frontages, except for driveways in <br />compliance with Section 19.40.050 of the Zoning Code and Section 1.13 <br />of the Standards and Specifications Manual. The landscaping must be a <br />minimum of 3 feet in height above the level of the parking area. (SEPA <br />Light and Glare and Aesthetics Policies) <br />7. Parking must be provided in compliance with Zoning code requirements. <br />For the proposed use, a minimum of 12 parking stalls are required. <br />(SEPA Transportation/Circulation Policies) <br />The lead agency for this proposal has determined that it does not have a <br />probable significant adverse impact on the environment. An Environmental <br />Impact Statement is not required under RCW 43.21C.030(2)(c). This <br />determination assumes compliance with state law and City ordinances related to <br />general environmental protection including but not limited to right-of-way <br />improvement requirements, drainage, etc. This decision was made after review <br />of a completed environmental checklist and other information on file with the <br />lead agency. This information is available to the public on request. This <br />Determination of Non -Significance is specifically conditioned on compliance <br />with the conditions attached hereto which are incorporated by reference as if <br />fully set forth herein. <br />This DNS is issued under 197-11-340(2)1 the lead agency will not act on this <br />proposal for 15 days from the date below.
