3. Special charges for connection to sewer system in accordance with Ordinance 984-83 are applicable. The actual cost shall be computed by the Building Department per the ordinance in effect at the time and according to the information provided on the approved plans on the date of permit issuance. (SEPA Utilities Policy) 4. On -site detention is required, OR, in lieu of providing on -site detention, payment to City Drainage Fund 340 is allowed. (Ordinance 670-80 and SEPA Utilities Policy) 5. All existing underground tanks on the site must be removed or filled in compliance with Section 79.113(e) of the Uniform Fire Code, 1982 Edition. All applicable permits must be obtained from the City's Fire Marshall. (SEPA Risk of Upset Policy) 6. A landscaped area a minimum of 5 feet wide must be provided along the entire Rucker Avenue and 43rd Street frontages, except for driveways in compliance with Section 19.40.050 of the Zoning Code and Section 1.13 of the Standards and Specifications Manual. The landscaping must be a minimum of 3 feet in height above the level of the parking area. (SEPA Light and Glare and Aesthetics Policies) 7. Parking must be provided in compliance with Zoning code requirements. For the proposed use, a minimum of 12 parking stalls are required. (SEPA Transportation/Circulation Policies) The lead agency for this proposal has determined that it does not have a probable significant adverse impact on the environment. An Environmental Impact Statement is not required under RCW 43.21C.030(2)(c). This determination assumes compliance with state law and City ordinances related to general environmental protection including but not limited to right-of-way improvement requirements, drainage, etc. This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. This Determination of Non -Significance is specifically conditioned on compliance with the conditions attached hereto which are incorporated by reference as if fully set forth herein. This DNS is issued under 197-11-340(2)1 the lead agency will not act on this proposal for 15 days from the date below.
