He has purchased <br />most of the buildings in this blocl; and has devel.oped plans <br />to upgrade all of: the buildings tc br.ing out the historical/ <br />�rchitecturaJ. character of. thesa structures. FIis desi.re is to <br />transform this block into a viaUle commercial center and feels <br />that he should have the same privileges as given i:o businesses <br />in the docantown area where no par}:ing is required.
