Photos (filed with Puget Sound Power 6 Light <br />Company) <br />After due conaideration of the evidence presented by the <br />Applicant; evidt_�ce elicited during the public hearing; and �s <br />the result of the personal inspection of_ the subject property <br />and surroundi�g aceas by the Everett Hearing Examiner, the <br />followinq findings of fact and conclusions constitute the basis <br />of the decision of the Everett Hearing Examiner. <br />FINDINGS OF FACT <br />1. The apFlication is for the approval of a Speeial <br />Property Use Permit to allow the rebuilding of a Puget <br />Power Substation on property located at 1707 Scenic <br />Drive, Everett, Washington. The rebuilding would occur <br />in two phases. Phase I would be the construction of a <br />new 1,600 square foot control house and the demolition <br />of the existing 2,800 square foot control house after <br />all of the control cables have been re-routed. Phase II <br />of the Special Property Use Permit would be the <br />construction of a new 115 kV �witching facility on the <br />westerly portion of the 'enced area and the removal of <br />the old switching facility on the easterly portion of <br />t'e subject property. . <br />Z. The Applicant has also requested a variance from the <br />requirements of the Everett Municipal Code, Section <br />19.42.020 for the purpose of allowing a sev^n foot high <br />chainli.nk fence with barbed wire instead of the allowed <br />six fout high chainlink fence. <br />3. The �ubject property is zoned R-1, Single Family Low <br />Density Residential as established in Chapter 19.14 of <br />the Everett Municipal Ccde. <br />4. Section 19.14.020(J) allows for Special Property Uses <br />within an R-1 zone. Included within Special Property <br />Uses as set forth in Section 19.58.010(C1) of the <br />Evecetf: Municipal Code are utilities substatio�s and <br />other similar uses satisfying a public need and under <br />governmental control. <br />
