� � �- <br /> � <br /> PLANNING DIRECTOR DECISION <br /> Review Process I N28-97 <br /> September 2, 1997 <br /> The City of Everett Planninq Department grants approval of a request by Richard Frey, <br /> 1203 N Mactiias, Lake Stevens, WA 98258 to construct a sinple family residence within <br /> a wetland/buffer area with a reduced rear setback on lot 50 Plat of Eve2tt Dells located <br /> qenerally at 5821 Seahurst Ave as shovm on the attached approved site plan with the <br /> following conditions: <br /> 1. Provide a temporary erosion control fence along the approved buffer boundary <br /> prior te any Gearing/grading of the property. The location of the fence must be <br /> approved by the Ciry biolopist prior to startinp any clearinc,,'qradinp. <br /> 2. Provide a pertnanent Environmentally 5ensitive Area fence as shown on the <br /> approved site plan prior to occupancy. Solid board, post and rail, chain link. <br /> picket fence or other type of fence that is acceptable to the Planning Department <br /> shall be used. Post at least four environmentally sensitive area signs on the ESA <br /> fence as shown on the spproved site plan. <br /> 3. Plant conifer type trees at 5 to 10 feet centel ; along the non-development side of <br /> the Environmentally Sensitive Area fences prior to issuance of occupancy permits. <br /> 1'he trees to be planted must be a minimum 5 to 8 feet high at the time of <br /> planting. <br /> 4. Provide a copy of a Environmentally Sensitive Area Protective Covenant <br /> document along with the approved site plan protecting the environmentaliy <br /> sensitive areas that has been recorded with the Snohomish County Auditors office <br /> prior to issuance of any building pertnits. (A copy of the covenant document is <br /> enclosed.) � <br /> 5. Identify those trees within the Environmentally Sensitive Areas that may need to <br /> be removed that are dead, diseased, dying or hazardous prior to issuance of <br /> occupancy permits. A minimum of two trees must be replanted for each tree <br /> removed. <br /> 6. Soils within the proposed building site, driveway location and other development <br /> areas may be unsuitable and unstable for typical foundation and construction <br /> methods. It is the applicant's responsibility to insure that any construction on the <br /> site be done in a manner that is stable and suitable given the site's soils and <br /> instability. It is recommended that the applicant consult a soils/structural engineer <br /> for construction methods to ensure the stability of any development on the site. <br /> 7. A pertormance bond worth 3009'0 of the value of the ESA fencing and plantings is <br /> required prior to issuance of any building pertnits. A copy of a written estimate <br /> from a landscaping company which includes the cost of plantings and installation <br /> must be provided with the performance bond. <br /> °�3 <br />
