'NARBECK WETLAND COMPENSATION BANK # 2 <br /> REPORT ON AS-BUILT CONDITIONS <br /> INTRODUCTlON <br /> Narber,k Wetland Compensatien Bank #2 is one of two sites which comprise the <br /> • Snohomish County Airport Wetland Compensation Banking Program. The data <br /> generated for this report are purs��qnt to the requirements of the Memorandum of <br /> Agreement and Implementation Manua/ A�1 which govern the Program and the <br /> development of the bank sites. This report documents the existing as-built conditions <br /> at the Narbeck site. <br /> This report has been organized based on Appendix E to the hlemorandum of <br /> Agreement, "Elements of a Monitoring Plan and Report, Documenl of As-Built <br /> Conditions". The Snohomish County Airport has generated sufficient inforrt�ation after <br /> the construction of Narbeck WCB, as demonstrated in this report, to assess <br /> compliance with permit conditions and project goals and objectives, and to provide a <br /> baseline for future compliance monitoring. <br /> The outcome of the approvai of the as-built conditions is the release of 50% of the <br /> credit eamed at the Narbeck WCB. It is the expectation of the Snohomish County <br /> Airport that, barring valid and docume�ted objections, fhe recommended Mitigation <br /> Conversion Ratios and Impac: Compensation Ratios will be approved by the Oversight <br /> Committee (OC) and relea�e of the credits will be a matter of completing the <br /> documentation required by the MOA. The matrix below reiterates the <br /> recommendations of the OC for bank credits in reference to the mitigation design <br /> approved in Implementation Manual N1.
