GENERAL INFORMATION <br /> A. �'aosls wnd oh tivec <br /> The goals and objectives of establishing the Narbeck Wetland Compensation Bank <br /> (WCB #2) are presented in the Imp/ementation Manual #1 , dated July 1, 1996 and <br /> are listed below: <br /> 1 ) Compensate for wetland losses by creating diverse wetland systems. <br /> 2) Improve hydrologic support tunctions. <br /> 3) Create recreational and educational opportunities. <br /> 4) Create 7.84 acres and enhance 0.60 acres of wetlands. <br /> 5) Spe�ifically replace the open-water/deep marsh habitat proposed to be lost at <br /> Snohomish County Airport (SCA). <br /> 6) Protect ihe wetland system irom invasive surrounding land use impacts. <br /> 7) Decrease peak flows and increase low flows from Narbeck Swamp t o Narbeck <br /> Creek. <br /> The mitigation pian was developed to meet the following specific objectives: <br /> 1 ) To compensate for future wetland impacts by creatin�7 7.84 acres and enhanang <br /> 0.60 acres ot wetlands. <br /> 2) To specifically replace the open-water/deep-marsh habitat proposed to be lost at <br /> SCA. <br /> 3) To provide wildiffe habitat. <br /> 4) To provide additional storm and floodwater storage. <br /> 5) To provide a total of 16.07 acres of buffer enhancement and protection t o screen <br /> the wetlands from nearby development, protect the wetlands from further <br /> impacts to water quality and habitat, and to provide greater diversity of edges <br /> and adjacent upland habitats. <br /> 6) To provide environmentai education and passive recreation. This will indude a <br /> simple sheiter, nature trail, interpretive signage, greenhouse, outdoor classroom <br /> and a jogging/pedestrian trail. Two walking entrances, public parking, schoul bus <br /> pullout and an r�djacent public bus stop will provide public access. <br /> 7) To provide 3.39 acres of enhanced Environmental Protection Area (EPA) as an <br /> extension of the wetland buHer to provide added protection for the high quaiity <br /> wetland system from intense, adjacent industrial development impacts. The EPA <br /> will also serve as valuable habitat and offer diversity of flora and fauna in an area <br /> rapidly losing open space to industrial development. <br /> 2 <br />
