Paine Field Airport should continue <br /> to wotk with the Everett's Depattment of Parks and Recreation on the details of implementation of the <br /> park plan. <br /> 1. On the whole the park appears to be developing as a high quality amenity for the community. <br /> 2. Management of the potential conflicts between the new park and the wetland raource will be <br /> critical. Opportunities for critical educational functions and passive recreation abound. However,the <br /> underlying objectives of creating and maintaining an extremely high quality(function)wetland and <br /> upland environment must be considered paramoant to the recreation and education functions. Control <br /> of park use will be a challenge. I rewmmend that the Oversight Committee be involved in reviewing <br /> the park management plan as it develops. Of course the Lverett Parks and Recreation Department <br /> should also be involved is development of the management plan. <br /> 3. As I mentioncd in the field, operations, maintenancc and repair manual(s) should be developed and <br /> adjusted as the Airport's field experience iacreases. This manual should be valuable in the future, as <br /> the facility is transferted to the Everen's Parks DepartmPnt. <br /> 4. I concur with Paul Rentner conceming the need for benches, and sugges:that compatibly designed <br /> waste receptacles be provided on the boardwalk and perimeter trail. <br /> 5. I hope the sign plan will be adequate to both control the use of the facility and provide for education <br /> of the public about the functions and interactions of the wetland and upland environments, and the <br /> potential conflicts with human activities. Ferhaps the more we can emphasize educational aspects of <br /> wetland and upland area the more we sensitize the public conceming how to behave on the trail <br /> system. I assume that once the sign theme is deveioped, signs could be added if they appeared to <br /> improve the facility's operation. <br />
