The pulpose of the visit <br /> was to inspect a small, unnamed tributary to Puget Sound <br /> that runs across the property and to classify the stream <br /> according to the City of Everett�s Environmentally Sensitive <br /> Areas (ESA) Ordinance. The City has requested that the <br /> stream be classified in connection with a proposed culvert <br /> that would allow road access to the southern portion of the <br /> property. <br /> HACR(iROQND INFORM!►TION <br /> • � The City of Everett has recently passed an Environmentally <br /> S Sensitive Areas (ESA) ordinance which seeks to protect areas <br /> that are of special concern to .the City by regulating the <br /> development of land within or adjacent to these sensitive <br /> areas. A stream is Typically defined as: <br /> • . , those :areas where surface waters produce a <br /> defined cha:inel '.or bed. A defined channel. �r bed is an <br /> area which"demonstrates r.lear evidence of the passage <br /> of water' and includes but is not limited to bedrock <br /> channels, gravel beds, sand and silt beds and defined- <br /> channel swales. The channel or bed need not contain <br /> water year-round. <br /> � Streams are: classified by 'the ESA-as.�follows: <br /> A. ' Cateqorp I. . Category I streams are. tho§e streams. <br /> inventoried as "Shorelines of the State" under the <br /> City's Shoreline Master Program, E.M.C. 20..12, pursuant <br /> to Sect'ion .90.58 R.C.W. , or those.that are used by <br /> salmonids. <br /> B. Category IZ.
