Category' IV streams are naturally <br /> occurring, intermittent swales. <br /> , The City has established buffer and. setback requirements for <br /> the different categories to. regulate development around ' <br /> and/or alterations to streams and other sensitive areas. <br /> 9ITE 088ERVATIONB <br /> The stream observed was a small, unnamed tributary to Puget <br /> Sound which cuts across the northeastern-most corner of the <br /> property. <br /> The headwaters of the stream appear to be in the vicinity of <br /> City of Everett water storage tanks located to the south of <br /> 35th street and to the west of Tslalip Avenue. Although <br /> this upper area was not extensively examined, it appears <br /> that the creek .enters a ravine just west of the tanks before <br /> flowing onto the subject property. Accordinq to provided <br /> information, the underground water storage tanks are' <br /> leaking, resulting in year round flows to the stream. <br /> • ' <br /> � Onsite, the stream flows through a deep ravine near a bend <br /> in the old access road. A portion of the access road <br /> collapsed_ into the stream ,in the past, and is partially <br /> covering the streambed in places. The stream is <br /> characterized by aucky and silty substrate. The channel <br /> width varies in size from approximately one foot to four <br /> feet. Instream cover for. fisheries is .virtually <br /> nonexistent, and stream flow was not much more than a <br /> trickle. The streambanks onsite have been impacted by a <br /> large amount of lawn and garden waste that have been <br /> deposited into the ravine. No fish were observed, and no <br /> areas were found that appeared capable of supporting fish. <br /> Following onsite observations, the reach downstream of the . <br /> project site was' inspected. The stream continues in a <br /> - northwesterly direction to a bluff just southeast of the <br /> Burlington Northern Railroad tracks, which are southeast of <br /> a large log yard. Stream gradient_in this area appears to <br /> „ be at or greater than 25�_ The stream exits a shotgun <br /> culvert (estimated to be 24") and trickles through an <br /> undPfined channel area alang the south side of the railroad <br /> tracks. The stream is completely impassable to anadromous <br /> fish in this area. . The stream then flows through a culvert <br /> underneath the railroad tracks . into a ditch that parallels <br /> the north side of the :tracks: <br /> 2 <br />
