Ovector r � y 28, 1992 Mr. Bill Rucker c/o Prudential Preferred Properties 2721 Wetmore Avenue Everet�, Wrshington 98201 RE: Permit for Soils Investigation Dear Mr. Rucker: On July 22, 1992, i conducted a requested inspection of the proposed temporary access road into your proposed home�ites located south of the eastern end of Sevenich Road. The access road would allow soil testinq to take place on the subject property as permitted by the City of Everett. The property is bordered on its northern boundary by a small tributary that discharges into Puget Sound. Because Sevenich Road is located to the north of this tributary drainage, access to the southern portion of the property requires crossing of the tributary drainage. An existing older concrete base access road is located on the southern side of this tributary. This older road once spanned the � � tributary and connected to Sevenich road on the northern � si�'•= of the drainage, but was washed out several decades , ago. Because the temporary access road must cross the subject tributary, there is the potential for significant habitat impacts to occur. The site visit indicated that the followinq impacts would occur with construction of the temporary access road: 1) Fillinq of a portion of the small wetland that is located on the northern slope of the tributary, immediately east of a utility pole. This wetland is fed by hillside seeps and consists of Eauisetum �g. (Horsetail) , Athyrium filix-qemina (Lady Fern) , and Thuia glicata (Western Red Cedar) ; and 2) Filling of a portion of the tributary channel and removal of bank vegetation. 3) Removal of one to two mature Alnus rubra (Red Alder) . 4) Movement of sediment from construction of temporary road, into creeY. system.
