The proposed day care center rill provide servicea for 138 <br /> children of State employeea, the Everett Coosunity College etudents and <br /> ita esploqeee and the fmilq independence program cliente. <br /> 2. The propoaed developoent will be located on an 1.7 acre parcel of land <br /> zoned R-1, Single Fesilq Low Densitq Reeidenelal. The etructure will be <br /> a one-story wood structure [hat xill be developed on ehe ezisting <br /> parking lot for t!u Everett Comunitq College. <br /> 3. The Everett Municipal Code (EMC 19.SB.Ol0.C.2) requires that dey care <br /> centere be con�idered aad reviewed under the provisions of the Speclal <br /> Property Use Peratt process of the City of Everett. The criteria for <br /> revlcw of such penita are set foreh in F21C 19.58.O10.B(1-3). They <br /> include: <br /> A. Thn propoeed uae must be reaeonably coupatible with other ueea and <br /> potentlal useo xithin the general area in which the uae is <br /> propoeed Co be loceted; <br /> B. The uee must not have a enrioue adveroe effect oa [he ecologq <br /> and/or enviro�ent of the cosaunity; and, <br /> C. The use muae eerve the public convenience and neceseitq. <br /> 4. Admitted at the public hearing aa ezhibit 3 was a proposed aite plan <br /> depicting the aub�ect property and the propoeed developsent. A copy of <br /> this site plan ie attached hereto and by thls reference ia hereby <br /> incorporated ae part of theee Findinge. <br /> 6. Accees to the propoeed day care center will be off Waverly Avenue. <br /> Acceee Will egrees and ingreea through t�ro polnta; in the northern <br /> portion, acceee will be directiq to the daq care center� and in the <br /> southern poreioa of the s1te, acceas to the parking lot wlil be provided. <br /> 7. Pursuant to a traffic and parking study done on May 11. 1989, and June <br /> 5, 1989, (ezhibita 6 and 7) the parking, ae propoeed by the Applicant, <br /> has been aubmitted. A more detailed Cosprehensi�re Parking Plan xill be <br /> suhmitted. <br />
