NOTICE OF CITY ACTION <br /> CITY OF EVERETT PLANNING DEPARTMENT <br /> PLANNING DIRECTOR DETERMINATION <br /> #30-97 <br /> INTRODUCTION: The City of Everett Planning Department received an application from Sondra Church, <br /> 1220 Wetmore Ave., Everett, WA 98201 for a Planning Director's Determination to allow for an accessory <br /> dwelling unit within the residence located at 1220 Wetntore Ave. <br /> �'� `'�' BACKGROUND: Sondra Church, owner of the property, has applied for a Planning Director's Determination <br /> to allow for a 420 square foot accessory dwelling unit wiUiin the existing 1,382 square foot single family <br /> residence. The property is zoned R-2, Singlc Family Residential. Accessory dwelling units are permitted <br /> subject to approval b�the Planning Director using Review Process I. <br /> FINDINGS AND CONCLUSIONS: Subsection 39.020.D of the Zoning Code establishes the criteria by <br /> which such proposals must bc evaluated. These are as follows: <br /> 1. An accessory dwelling nnit may be established io an existing single family dwelling by <br /> ...alteration of the interior space, conversion of previously uninhabited (attached) spacc, or <br /> addition of attached living space; or by a combination of the three. <br /> The proposed action is to use the existing second floor area of the residence and conver! it into an <br /> accessory dwclling unit. <br /> 2. Each single family dwelling on a legal building lot shall not have more than one accessory <br /> dweliing unit. No accessory dwelling may be located in any detached accessory structurc. <br /> Thc proposed action is for one accessory dwelling unit only, and the entire unit will be �vithin the <br /> structure of thc uriginal residencc. <br /> 3. One of the dwelling units shall be occupied by onc or more owners of the property as thc <br /> owner's permanent and principal residence. <br /> Sondra Church has submitted a ceriification that she owns and residcs at the subjcct property. <br /> 4. The iloor arr;i of thc accessory dwelling unit shall not exceed forty percent o!'the total iloor <br /> area of the structure. <br /> The living area of'the structure is 1,382 square fcet. The floor area of the proposed accessory <br /> d�velling unit is 420 squarc feet, which is approximalcly 30%of the total Iloar arca. <br /> 5. The total number of persons who may occupy the principal and accessory dwellin� units <br /> combined shall not exceed the numbcr oF persons that are defined by this Titic as a <br /> "family". <br /> Thc applicant has agrecd to this requircment a;part ofthcirpennit annlication. <br /> 6. Three off street parking spaces shall be peovidcd �„r the pr:ncipal and accessory dwelling <br /> units. <br /> The proposal sho�vs five parkinG spaccs a��ailab;: �n �he site, a fi�o car +;arage and threc <br /> additional spaces ofCof thc allcy. <br />
