Ttiey are longstanding probleme, but, nonetheless, they are serious problems an3 muet be addressed. This is a seven s[ory builing—probably Type II construction. The first and eecan3 siories are occupied by [wo separate buainesses plus an elevator lobby and a rear staircray. JC Penney occupiea the majority of the first two floors in the souch part of the buil3ing. Rall's Pharmacy occupies a narrow strip ��riiich ooens in the front to (east) Colby Avenue, to a co�on en[ry with Penneys and the rear stal:�c.ay at the (srest) alley access an9 to the elevator'front s[airway lobby ^^ '�e north. The problem here is that separa[ion be[veen Halls an3 the front lobby is glass. The separation between Penneys and the reaz entry is glass. In reality, there ie no rated separation of either means of egress from the upper floors.
