Our meeting was most helpful to me in defining a building owner's responsibilities regarding park- ing and the formation of a contirloi.rg program to promote car- pooling. Our commitment to this program is outlined later in this letter. We have asked our architects to review your memorandum of March 7 and to give us a positive response to each of your questions. We anticipate no problem in meeting the requirements of the City. Co.wn cw l I have asked them to address point number 9 with some graphic wall illustrations for your review. In response to paragraph 1, we propose the following continuing program: The owners and tenants, in cooperation, will establish an in-house program for the promotion of car-pooling. A resident coordinator for this project will be found among the tenants. To encourage this individual, an incentive will be offered such as free parking or some other appropriate inducement. Most likely, the building owners will need to initiate this program. We will have a very qualified resident manager, and we anticipate that this person will take on the job to start with and later pass it to an interested individual. Clerical help to facilitate this person's work will be furnished by this office, together with any necessary stationery, supplies, mailing, etc. Car-pooling will be encouraged by offering tao positive inducements, to start with. First, there will be at least a 20% reduction in the monthly park- ing charge (charge rate not yet determined) "or persons car-pooling (three or more persons per car) and in addition, preferred parking stalls will be available to those car-pooling. This plan might be further broken down into those with two or more, as well as those with three or more .in a car.
