6. In order for a Special Property Use Permit to be g� anted within the City of <br />Everett, the general evaluation criteria of Everett Municipal Code (EMC) <br />19.41.150.0 must be satisfied. These general evaluation criteria are as follows: <br />(1) The need of the neighborhood, district, or City for a proposed Special <br />Property Use. <br />(2) The adequacy of streets, utilities, and public services required to serve a <br />proposed use. <br />(3) The impact of traffic generaled by the proposed use on the surrounding <br />area, pedeslrian circulation and public safely; and ability of the proponent <br />lo miligate such potenliai impacts. <br />(4) l�he provision of adequate off-sireet parking, on-site circulation, and site <br />access. <br />(5) Compatibility of proposed structures and improvements with surrounding <br />properties, including the size, heighl, location, setback and arrangement of <br />all proposed buildings and facilities, especially as they relate to light and <br />shadow impacts on more sensitive land uses and less intensive zones. <br />(6) The number, size, and locaiion of signs, especially as they relaie to more <br />sensitive land uses. <br />(7) The landscaping, bu(fering, and screening of buildings, parking, loading <br />and storage areas, especially as they relate to more sensilive land uses. <br />(8) The generation of nuisance irritants such as noise, smoke, dus!, odor, <br />glare, visual blight, or other undesirable impacts. <br />(9) Consistency with the goals and policies of the Everett General Plan for the <br />area and land use designation which the property is located. <br />(10) Compliance with the provisions of this ordinance and other City, Slate, <br />and Federal regulations. <br />(1 1) Accessibility to public transit and traffic reduction measures proposed by <br />the Applicant to reduce dependence of lhe proposed use on the <br />automobile. <br />l-I�e Applicanl has used the existing church facility on-site for many years. The <br />site, located at the edge of the downtown area of the City of Everett, is in close <br />proximity to ilie Snohomish Counly Courlhouse campus which has recently been <br />upgraded. Immediately north of lhe site is the City of E�� att Police Department, <br />City Hall, and lhe Everetl Municipal Court. The western and eastern portions of <br />lhe sile are developed with effices and commercial uses, and there is some <br />3� <br />
