Parking Layout Modification <br />� <br />All of the exhibits are available for inspection at ihe Hearing Examiner's Office located at <br />2930 Wetmore Avenue, 8lh floor, Everett, Washington. <br />Af!er due consideration of (he testimony and evidence presented by the Applicant and <br />testimony and evidence el���ied during the public hearing, the following Findings of Fact <br />and Conclusions constitute ihe basis of the decision of the Everelt Hearing Examiner. <br />FINDINGS OF FACT <br />The Applicant requested approval of a Special Property Use Permit for the <br />construction of a 33,000 square foot building immediately south of an existing <br />church building on properiy located al 1616 Pacific Avenue, Everett, Washinglon. <br />The siructure would be two stories in height and include a basement. The <br />proposed structure would not exceed 30 feel in height. In conjur;ction with the <br />new structure, the Applicant proposed construction of a parking ar��a for <br />approximately 50 stalls on a parcel of land east of the site on Wetmore Avenue in <br />lhe City of Everett. The construction of the parking area would includt the <br />demolilion of an exisling house owned by lhe Applicant. (exhibit 1) <br />2. The subject properly on which lhe project would occur is currently used as a <br />church complex. There is parking on-site for lhe current use. (exhibit 1, Siddiq <br />testimony) <br />The subject properly has two zoning designations: the northern portion is zoned <br />B-3; Ihe southern portion is zoned R-5 Office Overlay. The area on which the <br />proposed church project is to occur is subject to R-5 Oifice Ove�lay building <br />standards of lhe City of Everett. (Siddiq testimony) <br />4. The surrounding properlies are zoned as follows: north — B-3 developed as <br />instiiulional, courthouse, jail; south -- R-5 Office Overlay Zone developed with <br />multiple-family residenlial units; east — R-5 Office Overlay Zone developed with <br />multiple-family residential units; and west — R-5 Office Overlay Zone developed <br />wilh office and multiple-family residentiai unils. (exhibit 1) <br />The proposed project was subject to review of the State Environmental Policy Act <br />(SEPA). On August 29, 2005, the City of Everett issued a SEPA determination <br />on the subject property. The determinalion was a Mitigaled Determination of <br />Non-Significance (MDSN).
