(1) New church structures shall be Iccated a minimum of fifteen feet from <br />adjacent residentially zoned properties. <br />(2) Church buildings shall comply with the height requirements of the zone in <br />which it is located. Steeples may exceed the maximum building height. <br />(3) Where churches are located adjacent to local residential streets the <br />parking lot entrances/exits shall bE oriented toward the nearest collector or <br />arterial street. <br />22. The proposed structure would be located at least 15 (eet from any residentially <br />zoned properties. The closest residence is on ihe west side of the alley and is <br />approximately 43 feet from the proposed structure. The proposed building would <br />comply with height requirments in the B-3 zone. (exhi6it 1, Siddiq testimony) <br />23. The maximum building height would be 28 feet which is below the maximum <br />building height of 80 feet for R-5 Office Overlay Zoned properties. All parking <br />lots are ingressed from and egressed onto Wetmore Avenue, an arterial street. <br />There would be no access points oriented toward the residentially uses. <br />(exliibit 1, Siddiq testimony) <br />24. There was no opposition testimony at the hearing. <br />Jurisdiction: The Hearing Examiner of the City of Everett has jurisdictional authority to <br />hold a hearing and to issue the decision. That aufhority is set forth in EMC 15.16.100. <br />Based on the above Findings of Fact, fhe Hearing Examiner enters the following <br />Conclusions: <br />CONCLUSIONS <br />The Applicant requested approval of a Special Property Use Permit for the <br />construction of a 33,000 square foot building immedialely south of an existing <br />church building on property located at 1616 P2cific Avenue, Everett, Washinglon. <br />The structure would be two stories in height and include a basement. The <br />proposed slructure would nol exceed 30 feet in height. In conjunction with the <br />new structure, the Applicant proposed construction of a parking area for <br />approximalely 50 stalls on a parcel of land east of lhe site on Wetrnore Avenue in <br />Ihe City of Evereti. The cons,ruction of the parking area would include the <br />demolition of an existing house owned by lhe Applicant. (finding 1) <br />The general evaluation r,rileria for Special Properly Use Permits within the City <br />are identified in EMC 19.41.150.C. These are listed in finding #6. These general <br />evaluation criteria have been satisfied by the Applicant as addresseo in findings <br />#7 through #20. <br />
