3. In addition lo general evaluation criteria for Special Property Use Permits, the <br />Applicanl must also satisfy special evaluation criteria as set forth in EMC <br />19.41.150.D.2.b. These are listed ;n finding #21. These special evaluation <br />criteria have been satisfied by the Applicant as addressed in findings #22 and <br />#23. <br />DECISION <br />Based upon the preceding Findings of Fact and Cor,clusions and testimony and <br />evidence submiited at the public hearing, it is hereby ordered a Special Property Use <br />Permit is granted for the construction of a 33,000 square foot building located south of <br />an existing building at 1616 Pacific Avenue, Everett, Washington. As part of the permit, <br />a parking area o( approximately 50 parking stalis on a parcel of land east of the subject <br />property across Welmore Avenue is approved. This project is approved subject to the <br />following conditions: <br />Prioi to the issuance of Public Works or Building Permiis the Applicant must pay <br />a traffic mitigation fee of $10,098.00. <br />Detailed drawings in accordance with City Design and Construction Standards <br />shall be submitted lo the Public Works Deparlment, depicting sile parking layout, <br />landscaping, utilities, slorm drainage, temporary consiruction erosion control, and <br />all required improvemenis in ihe public righi-of-way. Public Works Department <br />approval of lhese drawings is required prior to any permils being issu�d. All <br />improvements shail be compleled and approved Narranted before lhe <br />Gccuaancy Permit is issued/final approval is granted. <br />3. Building setbacks musl be a minimum of ten (10) feel front and twenly (20) rear <br />yard, and five (5) feet interior. The maximum buildif�g height is 80 feet, which is <br />restricted to 28 feet when located within 40 feet of single-family zones. <br />4. New church structures shall be located a minimum of fifteen (15) feet from <br />adjacent residentially zoned properties; and church buildings must comply with <br />the height requirements of R-5 Office Overlay zone although steeples may <br />exceed the maximum building height. <br />5. Walkways must be provided from lhe buiiding to lfie public sidewalk as shown on <br />lhe masler sile plan. A pedesirian circulation system for the : ite must be <br />approved by the Planning Director and Traffic Engineer prior to the issuance of <br />any building permits. Walkways musl allow pedestrians and wheelchairs to gain <br />easy access from sidewalks and bus stops to building entrances lhrough the use <br />of paths which are physically separated from vehicle parking location, pedestrian <br />access and designed for safety.
