FINAL DECLARATION OF NON-SIGNIFiCANCE File #79-126 <br />The proposed action is the issuance of the grading and building permits to allow <br />the construction of an approximately 17,500 square feet, two-story building with <br />basement. The following factors were considered and the listed requirements were <br />placed in response to comments submitted by various City Departments during their <br />review of an Environmental Checklist for this proposal: <br />1. The site is zoned R-5, Core Area Residential Zone which would allow this use. <br />The back portion of the property rises to approximately 25 - 30 feet above <br />the grade on Wetmore. Near total excavation of the site is proposed. <br />2. Access is proposed via Wetmore Ave. and the alley, and their improvements <br />shall be completed to City requirements. A new type D driveway approach <br />is required at 33rd St.,and the alley shall be paved from 33rd St. to the <br />north property line. Broken portions of sidewalk on Wetmore shall be re- <br />paired. A minimum of 24 off-street parking spaces shall be provided. <br />3. A fire hyCrant shall be installed within 200 feet of the proposed structure. <br />4. Residential dwelling units shall meet noise standards as specified by State <br />Codes (maximum allowable interior noise levels of 45 DBA•). Method of <br />meeting noise level requirement to be shown on construction plans. <br />5. A detailed drawing shall be submitted to the Public Works Department - <br />showing parking layout, landscaping, driveways, utilities, storm drainage <br />(including flow lines and grade elevations) and all required improvements <br />to the public right-of-way. Public Works Department approval of: these <br />drawings is required before any permits are issued. All improvements shall. <br />be completed before the Occupancy Permit is issued. <br />6. As-builts, easement, and a one year Warrantee Bond in the amount of 3.01 <br />of the cost of construction of the public water system are required within <br />10 working days of obtaining public water connection. <br />7. During construction, City streets are to be kept clear of dirt and debris, <br />and all truck traffic to and from the site within the City of Everett shall <br />be on arterial streets unless otherwise approved by the Public Wor);S Department. <br />e. Public Works Department approval of a grading plan with proposed bulkheads <br />and rockeries is required prior to commencing site preparation. <br />9. On -site detention with provision for oil and sediment removal is required. <br />Public Works Department approval of a detailed drainage plan is required <br />prior to commencing site preparation. Drainage calculation shall he sub- <br />mitted with the attached cover sheet. <br />' (continued) <br />
