INTRODUCTION Renneth F. Mayer, P.O. Boz 2200, Lynnwood, Waehington, 98036, (hereinafter reierred to ae Appellant) appealed a City of Everett Planning Departmeat refusal to proceas a Use Permit Applicatioa for property located at 3330 Wetmore Avenue, Everett, Washington. The Appellant requested the City to iasue a Busineao Permit to allow an office to be located at the site. The City denied eaid requeat based on the fact that the property ie zoned R-4, Multiple-Family, High Denaity, aod an office use ie not a ptLmttted uae except where 65x or more of tt._ grosa floor area ie uaed for multiple-family drrellings.
