Washington. The
variance should be granted subject to the
conditions as hereby listed in this
document.
INTRODUCTION
Everett Municipal Code (EMC) 19.33G.050.13.1 establishes that sites abutting alleys are
required to gain vehicular access from the alley and that no driveway access from the
public street is allowed. Michael and Terri Brashler (Applicant) are the property owners
at 3514 Wetmore Avenue, Everett, Washington 98201 (subject property). The property,
zoned R-3 Multiple Family Medium Density and Core Residential Area, is developed
with a single-family residence. The Applicant seeks a variance from the provisions of
the Core Residential Development Standards, EMC 19.33G.050.B.11 in order to have
street access for a new garage. A variance from this section requires a decision from
the Everett City Council for final approval of the driveway for properties with alley
access.
A hearing on the request was held before the Hearing Examiner of the City of Everett on
July 3, 2014. At the hearing the following presented testimony and evidence.
Teresa Weldon, City of Everett Planning Department
Michael Brick, City of Everett Traffic Engineer
Michael and Terri Brashler, Applicant
3514 Wetmore Avenue
Everett. WA 98201
At the hearing the following exhibits were submitted and were admitted as part of the
official record of these proceedings:
EMC 13 16.050,F states —"No permit for a driveway approach shall be granted where reasonable
egress and ingress, for the purpose for which the property is used, can be secured from the alley.'
